I'd forgotten that scene, but you are correct. Nudity is required here. What is remarkable about the books is the satire on our celebrity/reality show culture - with its exaggerated hyper-reality violence particularly in children's series and tendency to objectify. Catching Fire does a wonderful bit on it. And the author states that her purpose in doing the novels was to show the effect of violence on children and to satirize reality television.
