No - it's a memory not a flashback. Illyria is integrating herself in Fred's memory - so she literally sees herself as Fred. As a result it is creepy - because it works as both foreshadowing of what will happen to Fred - and because we are seeing it through the eyes of the infection/monster that causes it. Illyria is remembering it, knowing what she will do. It's in a way similar to Angelus and Faith wandering through Angel's memories in Orpheus, yet far creepier and far more effective - because unlike Angelus, Illyria cares.
